
Sate Rep. Joe Armstrong, D-Knoxville, has been indicted on charges of fraud, tax evasion and lying to the IRS. The influential legislator — he previously served as president of the National Black Caucus of State Legislators and twice has been named the group’s “legislator of the year” — allegedly hoarded tax stamps before voting to increase the cigarette tax, the News Sentinel reports. The alleged scheme allegedly allowed Armstrong to sell the pre-hike stamps for a substantial profit.
